More than 70 years ago, this nation committed itself to providing a decent home and suitable living environment for all Americans. To date, this promise has not been fully realized. With renewed public support and enlightened leadership, we are committed to reestablishing this objective as a national priority.
We believe this is a critical national objective that can only be met through an unwavering federal commitment; an ongoing ability on the part of state and local government to fill in the gaps created by the limits of federal assistance; a dedicated, mission-driven not-for-profit community, and a forward-thinking private sector.
Today, 15.6 million households pay more than half of their income for housing; homeless estimates are nearly 750,000.
Safe, decent and affordable housing is pivotal in our society—beyond providing basic shelter, it positively impacts the economy and improves the quality of our environment.
Over the years, the public and private sectors have learned much about the cost-effective provision of affordable housing. Together we know what works, what does not work, and why, yet unmet housing needs in our communities persist. Each in our own way, using the resources available to us, we recommit ourselves today to a national goal of meeting the housing needs of all Americans.

I support the Housing America campaign. The Affordable Housing crisis undermines the stability of the American family. Children who cannot count on a roof over their heads cannot concentrate on school work and are unable to participate in activities to help break the cycle of poverty. The parents who cannot provide housing for their families are demoralized and unable to be productive members of society. Help these families break the cycle by providing suitable housing and incentives.

The Housing Authority of the City of Pueblo, Colorado has a wait list of over 1,400 applicants. This is an obvious indicator that poverty is prevelent in our community and affordable housing is critical. As HUD continues to decrease funding for public housing and the Housing Choice Voucher program, the ability to provide housing and sevices to those in need is becoming more difficult. The ultimate losers are the economically disadvantaged families in our community.
Because of circumstances that affect every familys economic capability there will always be people in need, poverty doesn't go away it just changes faces. As a Public Housing person that belongs to a group of verry committed people we have struggled for many years to preserve the capicity of this great nation to take care of those less fortunate than us. PHA's have done more with less for too long and the housing stock has reached a level where deferred maintenance has become an major issue.
The HUD approach to limiting PHA income and determining the PHA cost to operate - while not funding the subsidy (the difference) has to end or the housing stock will become unusable.
We are asking the leadership of our country to do what they committed to.
