More than 70 years ago, this nation committed itself to providing a decent home and suitable living environment for all Americans. To date, this promise has not been fully realized. With renewed public support and enlightened leadership, we are committed to reestablishing this objective as a national priority.
We believe this is a critical national objective that can only be met through an unwavering federal commitment; an ongoing ability on the part of state and local government to fill in the gaps created by the limits of federal assistance; a dedicated, mission-driven not-for-profit community, and a forward-thinking private sector.
Today, 15.6 million households pay more than half of their income for housing; homeless estimates are nearly 750,000.
Safe, decent and affordable housing is pivotal in our society—beyond providing basic shelter, it positively impacts the economy and improves the quality of our environment.
Over the years, the public and private sectors have learned much about the cost-effective provision of affordable housing. Together we know what works, what does not work, and why, yet unmet housing needs in our communities persist. Each in our own way, using the resources available to us, we recommit ourselves today to a national goal of meeting the housing needs of all Americans.

There has never been a time when affordable housing has been as critical as it is today. Not only is a livable wage an issue, but fair lending is a major concern. The hundreds of thousands of foreclosures in recent months---and those were families who had stable housing---has demonstrated the need for increased policy for prevention, and intervention through housing subsidies for people trying to live. It behooves are economy to stimulate affordable housing!

Some commenters believe that some of the working poor, have little to no job skills. I beg to differ. I currently have a HUD voucher, I am a bookkeeper of two years, working full time and making 10 cents above minimum wage. Any businesses' most important work is done at the client/customer level, these jobs don't pay proper wages. I am looking ahead at another wage cut this January as minimum wage increases in Oregon. Even with a voucher I am completely priced out of the market, as max subsidy limits have fell back drastically against housing inflation. Medium income families are taking the same kind of wage cuts, we are literally expanding our low income class with current policies. This is going to mean an even larger need for affordable housing during a time when program cuts are happening. Petitioning to bail out folks who need it is necessary, but we need to get to the root of the economic problem to change this pattern for the future. Changes have to happen in the way companies do business with their employees. No business should be allowed to pay min. wage while monopolizing their field and making multi-billion dollar profits. It's disgraceful, greedy, arragont, and is boarderline slavery.

There is not enough affordable housing in our community to accomodate everyone - in fact most. I make well above the federal poverty wage, and pay almost 50% of my income toward housing expenses...and there is no way that I could purchase a home large enough to accomodate myself and two children.

In 2005, 6.317 million extremely low-income (ELI) households and 1.966 million very-low income (VLI) households spent more than half of their income towards rent and utilities. From 2001 - 2005, the number of severely cost burdened ELI and VLI renter households increased by approximately 1.4 million between 2001 and 2005. In addition, there are 7.9 million severely cost burdened owner households in 2005. The continued cost of compromising our nation's human potential by not taking action in Congress is not worth the price. Please act now in a meaningful way.
